StarTimes wants to start up their own vocational education channel. Since then, they have been handing out questionnaires to customers.
Vocational education is education that prepares people to work as a technician or to take up employment in a skilled craft or trade as a tradesperson or artisan. Vocational education is sometimes referred to as career and technical education.
Basically, it's a tertiary version of Mindset and chances are if they do manage to get such channel running viewers should expect to see a certain career take up more airtime than others.
Kind of like how Mindset puts more focus towards Grade 10-12 expect this unnamed channel to have the same outcome.
